In Germany, the certification of charging stations is regulated by the German Measurement and Calibration Law (MessEG/EV). The certification process ensures that charging stations meet safety, quality, and performance standards before they are deployed for public use. In this report, we will explore the general procedure of a certification project of a charging station in the context of MessEG/EV in Germany.
Exemplary representation of a certificate (Module D) for the recognition of a quality management system according to the Measurement and Calibration Ordinance of 11.12.2014 | 6.8 Measuring devices and additional equipment in the Field of Application E-Mobility.
Exemplary representation of a type examination certificate according to Annex 4 (Module B) of the Measuring and Verification Ordinance of 11.12.2013 | Measuring Instruments in the Field of Application E-Mobility
What about Austria?
In Austria the certification of charging stations is regulated by the Federal Office for Metrology and Surveying (BEV). The certification process involves the submission of technical documentation, testing and inspection, and the issuance of a conformity certificate. Recognition procedures from other European countries are possible.
And what´s going on in France?
In France, the certification scope has lately changed from the EVSE towards the installed electricity meters only. For AC meters, they are covered by the Measuring Instruments Directive (MID) 2014/32/E of the European Commission. DC meters, however, are covered by national regulation under the ministerial decision of 1st March 2022 (Décision ministerielle n° 22.00.570.001.1). This national law defines the applicable technical requirements accordingly. The certification process, which is conducted by the Laboratoire national de métrologie et d'essais (LNE), involves the submission of technical documentation, testing and inspection, and the issuance of a conformity certificate.
In general, the certification process for charging stations in other EU countries follows a similar pattern to the process in Germany. The charging station manufacturer must submit technical documentation, undergo testing and inspection, and receive a conformity certificate. However, the specific requirements and procedures may vary from country to country.
It is important for charging station manufacturers to familiarize themselves with the laws and regulations in each country where they wish to deploy their products to ensure that they meet all the necessary requirements for certification.
